To Defeat India, Understand The Mindset

India follows the ¡Chankaya¢ Ideology.¢ that all of India¢s neighbors are its enemies. And all of the neighbors of India¢s neighbors are India¢s friends. This was the first time in Pakistan that the private Pakistani media countered the Indian media warfare. The Indians admit this. Sadly, as always, Pakistan has lost ground at the diplomatic front.

We need to understand that the Indian foreign policy, military and intelligence doctrine work on ¡Chankya¢s ideology.¢

The synopsis of that ideology is that all of India¢s neighbors are its enemies. And all of the neighbors of India¢s neighbors are India¢s friends. That¢s why India has bad relations with Pakistan, Sri Lanka, Bangladesh, Nepal, Maldives and even Bhutan. India has always had very good relations with Afghanistan, Iran, and Russia.

Chankya ideology also states clearly that India is the super power of the region (Bharat Mata), and all its neighboring countries are its proxies or satellites. This is from where the rhetoric of regional economic bloc, regional zone and South Asian economic zone originates from.

After the Mumbai attacks India has started exerting tremendous pressure on Pakistani government. Pakistani government on the other hand has shown amazing weakness in dealing with this critical situation. This was the first time in Pakistan that the private Pakistani media countered the Indian media warfare while the state-run media (PTV+APP) were weak. Times of India, The Hindu, and other Indian newspapers had to acknowledge that the Indian media onslaught was ripped apart by Pakistani media. Sadly, as always, Pakistan has lost ground at the diplomatic front. This has been Pakistan¢s failure since Tashkent Agreement. This is because of our incompetent and corrupt governments. India has cornered us diplomatically, and is pressurizing us militarily. They enjoy the sympathies of U.S. and the rest of the world.

What are the main objectives of India, Israel, and U.S.?

With regards to Pakistan, these three countries form a nexus. They want to finish off our nuclear program, disband our eyes and ears i.e. the ISI; break Pakistan into three or four smaller parts since it is easier to govern a country with 180 million people if its broken down into smaller pieces, disband our army, make Pakistan a satellite state of India, just like Nepal or Bangladesh.

India is now a strategic ally of U.S. India is moving its troops into Afghanistan, so that it can corner Pakistan from both fronts. U.S. wants Indian troops to support its troops in Afghanistan against Taliban. The intelligence arm of any country is the nation¢s first line of defense. It¢s the eyes and ears without which any military force can¢t function. All western and Indian propaganda against ISI is baseless and ridiculous. All officers of ISI are taken from the armed forces. There can be no political appointee. Whereas the Indian RAW has political appointees. The Hindu fundamentalist government of BJP back in the 1990s inducted political appointees into RAW en masse. If ISI is disbanded Pakistan will become an easy target for Indian military. The important thing to keep in mind for all the Pakistani peaceniks, pacifists, and candle light vigilantes and artists like Sameena Pirzada and others is that the peace process between India and Pakistan only started after Pakistan became a declared nuclear power. That is when India understood that war between two nuclear power countries is no longer an option. That¢s when confidence building measures, trade links, cultural exchanges, sports, took place. As long as Pakistan was not a declared nuclear weapon state India maintained a threatening attitude towards Pakistan. Without nuclear weapons I can say confidently that India will leave no chance to annihilate us.

The problem with Western experts on South Asia is that they don¢t understand the dynamics of Pakistan-India conflict. The root cause of conflict between Pakistan and India is Kashmir. Without the resolution of this conflict permanent peace between India and Pakistan cannot be achieved. There is peace in Europe today because they have resolved their problems and disputes and all countries treat each other with equal respect. Not to forget that two brutal world wars were fought in Europe that completely devastated Europe. After such devastation Europe got together and realized that mutual peace is must for coexistence. Peace between two countries can only be on equal terms. The U.S and Soviet Union were able to co-exist because both had nuclear weapons. If Pakistan is destabilized then it¢s not possible that India will remain intact and enjoy exponential growth rates.

When experts come on TV and say that extremists on both sides don¢t want peace, this is utter rubbish. Only extremists in India don¢t want peace with Pakistan! Why? Because in order for Pakistan and India to have lasting peace, Kashmir dispute must be resolved according to the wishes of the Kashmiri people. Does anyone in Pakistan not want resolution of Kashmir dispute? No. Is there anyone in India who doesn¢t want resolution of Kashmir? Yes, their military establishment, their foreign policy establishment, BJP led extremist parties, and a majority of the Indian people. Why do they not want the resolution of Kashmir dispute? Firstly, they call it their internal issue and say it is our ¡Atut Ang¢ [integral part]. Secondly, there are so many independence movements going on inside India that they can¢t afford setting an example of Kashmiri independence. Recall that India functions on Bharat Mata ideology and they will never give up Kashmir. Everyone in Pakistan is ready to resolve the Kashmir dispute so it¢s baseless to say that hawkish elements in Pakistan do not want good relations with India. RSS, Bajrang Dal, Shiv Sena, and even members of BJP have openly said again and again that Pakistan must be destroyed. These are not just small groups; these parties have formed governments in India.

India going towards Hindu Talibanization?

The idea was to castigate the Muslims using terror tactics and blame the militants and Pakistan for direct involvement. But the methodology used was terror against Muslims. Swami, Sadhvi and an Indian army officer who was commanding a unit in Kashmir were involved. It was the army officer who was providing the arsenal to terrorize the helpless Muslims staying in slums of Malegaon. The biggest disclosure was that it all happened because of those who preach Ram Rajjya in India.

But who are these Muslim victims? Aren’t they Indians?Sordidly speaking it is a chilling reality!
Backdrop
When bomb blasts on the Samjhauta Express, a “friendship” train between Delhi and Lahore, killed 68 people mostly Pakistani passengers on February 17, 2007, many conspiracy theories made rounds at that time.
The Indian authorities even released ‘sketches of suspects’ after Samjhauta Express blasts suggesting Pakistan being the perpetrator for the incident while Indian media and officials were terming it an attempt by ISI.
The reaction was not different from that which had been shown in the past for every bomb blast within few minutes of such incidents without a shred of evidence. Similarly when in 2006 Malegaon town in the Nashik district of the Indian state of Maharashtra, located at some 290 km to the northeast of state capital Mumbai, was rattled by a series of bombings, the blame was being put on groups having links with Pakistan and Bangladesh. The Maharashtra Police claimed that blasts are the handiwork of Student Islamic Movement of India most of the time linked by India with Lashkar-e-Taiba and ultimately with ISI.
But recently the arrest of 10 people, including a serving Lieutenant Colonel Prashad Srikant Purohit and a Hindu monk and nun for their alleged involvement in bomb explosions that killed six people in the Muslim-dominated town of Malegaon, this year had sent everything upside down.
Ten people, including a self-proclaimed Hindu seer and a serving lieutenant colonel, have so far been arrested for the Sep 29 bombing.Besides Purohit, the other accused include Sadhvi Pragya Singh Thakur, Shivnarayan Singh Kalsangram, Shyam Bhawarlal Sahu, Major Ramesh Shivji Upadhyay (retd), Sameer Kulkarni, Rakesh Dattaram Dhavde and Ajay Rahirkar.
The suspicion is now directed towards the extremist Hindu movement Sangh Parivar while entire network is linked to another arrested former major Ramesh Upadhyay who represents the terrorist organisation Abhinav Bharat. The chilling part of the entire episode is the involvement of accused Lt Col Purohit in bomb attack on the Samjhauta Express to which he confessed.
During investigation Col Purohit has also confessed to training Hindu terrorists for attacking Muslims, besides training them for attacking Samjhauta Express for which he had also supplied them RDX.
He further confessed that it was intended to cause armed conflict between Pakistan and India so that anti-Muslim passions could be nurtured in India, leading to violence.The Anti-Terrorism Squad (ATS) claimed that Purohit supplied RDX to one “Bhagwan” for Samjhauta Express blast.
Public prosecutor Ajay Misar said Abhinav Bharat’s treasurer Ajay Rahirkar had handed Rs2.5 lakh to Lt Col P S Purohit.Mahant Amritanand Dev alias Dayanand Pandey, the self-styled pontiff who was arrested from Kanpur has revealed that it was under his instructions that Lt. Colonel Shrikant Purohit procured RDX from an army depot that was used in the Malegaon blast.
According to reports Pandey was present in all the pre-blast meetings in Bhopal, Jabalpur and Faridabad, monitored operations meticulously and was also responsible for arranging the finances that came in through illegal channels.
It is believed that Pandey, a dropout from the National Defence Academy, was in touch with two other accused who are on the run - Ramji Kalsangara, who allegedly planted the motorcycle owned by the Hindu ascetic Pragya Singh Thakur in Malegaon, and Sameer Dange.
The suspects are also questioned for May 2007 blast at Mecca Masjid in Hyderabad and the April 2006 twin blasts at New Delhi`s Jama Masjid.In the Mecca Masjid blasts as many as 14 people were killed and over 50 injured. The case was investigated by the city police special wing and was later handed over to the Central Bureau of Investigation which could not come to any conclusion.
Investigations into the Samjhauta Express explosion and the Jama Masjid blast also failed to make headway and police could not across on any tangible leads.Police have already established a strong link between Pandey and some of the suspects in the Kanpur blast case through surveillance. On Aug 24, two members of the right-wing Bajrang Dal were killed there while assembling bombs.
After the arrest of Panday police is expecting to get some breaking clues in the 2006 Nanded blasts in Maharashtra as well. The arrests have reinforced growing suspicions over the last few years of a potential threat from Hindu extremists.
Infiltration of Hindu Taliban in Army ?



Interrogation of Major (retd.) Ramesh Upadhyay revealed that the Bhonsla Military School in Nashik was used as a training ground by the conspirators. The school has denied its involvement in the blast but it is under the scanner for allowing Bajrang Dal activists to hold training sessions in the use of arms and martial arts.
The school’s links to the RSS is an open secret as it was founded by B.S. Moonje, who was Savarkar’s close friend and who assisted in creating the RSS. The arrest of the serving army officers and former officers’ link to the recent terror activities has led to a worrying aspect among the Indians that these revelations show how deep the infiltration of fundamentalist ideas into Indian army is.
The critics believe that the constant indoctrination of Hindutva ideology over decades by the VHP, the RSS, the Bajrang Dal and the BJP has resulted in this kind of violence.Besides they are infiltrated into crucial areas like police force, army and the education departments.
Ram Punyani, secretary of the All India Secular Forum and a human rights activist, said that the deep and widespread ideological indoctrination began years ago but was propagated thoroughly during the National Democratic Alliance (NDA) regime. It placed its members in the bureaucracy, particularly in the education department, and in the cultural arena, he said. “RSS people who once headed a department may have retired, but they have ensured that the damage continues, as they would have hired a number of like-minded people. So you can imagine how deep the penetration is. It will take generations to root this out,” said Punyani.
It is a well known fact that once George Fernandes had asked the army chief, the Air Marshal, and the Admiral to report the Kargil war to MPs. When the three went to the place it was the party office of BJP. That is how the Saffron Brigade interferes in the affairs of the armed forces, directly.
The involvement of serving lieutenant colonel of the Indian army in blasts and supplying 60 kg of RDX for terrorism further casts a shadow over position of the army.In the past BJP has been offering tickets to the former army officers, (many of them are former generals) for contesting elections for Lok Sabha on behalf of the party and to an extent it has been successful in wooing them.
One such retiree is the chief minister of Uttarakhand B C Khanduria retired Major General. Another retired officer Sabyasachi Bagchi who is member of BJP proudly says that RSS develops the character of the young people. SS Raikar of Bhonsla military school is also a retired person from the army. He allowed the school premises for terror, hatching conspiracy as well as arms training and providing accommodation.
The former governor of Jammu and Kashmir Lt General (Rtd) S K Sinha has allegedly allowed Dyanand Padey to stay in the official residence.Daynand Pandey was hosted by him in Raj Bhawan and the two had held a meeting in a famous temple in Kashmir.
RDX and Army connection: (Chilling clues)



Lt Col P S Purohit who provided RDX for Samjhota Train blasts and also being interrogated for other bomb blasts in India.

On September two, 2006, Indian police in Ahmednagar seized about 195 kg of cocktail of explosives that included RDX from a local scrap dealer Shankar Shelke which was procured by him from Army Ordnance decommissioned as scrap.
A mobile phone from which he had made over 150 calls was also recovered and during investigation it was found that he had got a cellular connection on a fake name.However, before police could arrest him, Shelke allegedly committed suicide and his employee could not provide any detail about Shelke and the case was closed as a suicide with no further investigation.
Now the investigations about how RDX was pilfered to some right wing groups allegedly responsible for Malegaon explosions led to this forgotten case of suicide of Shankar Shelk.Some leads are now emerging that the deadly RDX could have been pilfered during such decommissioning of scrap from the Army.
In the past the law enforcing agencies of India have failed to find out the origin of such explosive used in different blasts, specially in Maharashtra where Bajrang Dal had been imparting explosive and arms training to its activists.
Where money for Hindutva terror comes from????
ATS said that the money was generally collected by a self-styled religious leader hailing from Gujarat. According to reports the probe into links of Hindu outfits, accused of terrorism, with Army men brought a few business houses under the scanner of Maharashtra` s ATS and Central Security agencies investigating the finances of the group allegedly responsible for Malegaon blast.
Sources attached with the probe said that a religious leader from Southern Gujarat was one of those who collected funds from the business houses.According to some other reports foreign funds were used in Malegaon attack.But is also to be seen what is the source of these funds and how these funds end up in India, who are the end users? Reportedly huge amounts of money collected in the US go into the accounts of VHP and other conglomerates of RSS. Sonal Shah and her father Ramesh have been in the core group of VHPA [America] and have been instrumental in sending fund under the name of Eklavya Vidyalaya for backward tribals.
It is also believed that finds collected from abroad by saffron brigade was used in the recent-anti Christian riots in Kanthamal of Orissa and other parts of India and in 2002 against the Muslims of Gujarat. The backward community of Charras was roped in by the RSS to wreak vengeance on the Muslims by slaughtering them. This confession is caught on camera.There is no audit of this fund collected by saffron from US and western countries.
BJP lacks moral fiber, indulges in double talk.
The BJP connection:
With the surfacing of this connection between Army personnel, BJP and terror now the party is also under scanner. Sensing the gravity of the matter and possible questioning in connection with the Malegaon bombings, Bharatiya Janata Party (BJP) MP Yogi Adityanath refused to assist in the investigations.
"I dare the police to arrest me and I will offer no help in their probe," he added. The BJP and its allied Hindu extremist groups are also questioning the investigation and blamed that it was an attempt to malign these groups besides they also announced to defend Pragya Singh (Sadhvi) who has confessed her role in the bombing, and provide her legal help.
BJP Initially denied any association with Pragya Singh but later supported her.
Maharashtra Chief Minister Vilasrao Deshmukh also accused that those parties that once sought lethal POTA (Prevention of Terrorism Act) charges framed against suspects from minority communities were now asking the government to go easy on the Hindu right-wing extremists.
The probe after arrest of Sadhvi and Col Purohit led to Adityanath, the successor of Mahant Avaidyanath of the Gorakhpur Temple Trust, who is believed to be responsible for the BJP`s foothold in eastern Uttar Pradesh and also known for his Hindu awakening rallies.
He justified the attack on churches in Orissa following the killing of a Vishwa Hindu Parishad (VHP) leader. "The Hindu reaction (after the killing of the priest) is justified and it is high time that the Hindus should pick up weapons just like our gods and goddesses adorn weapons," had said.
Adityanath has been active in reconverting other religious groups, particularly the low-caste converts to Christianity, back into the Hindu fold. In 2005, a large group of 1,800 people were converted in the town of Etah.

BJP’s Pakistan Phobia:
With emergence of Hindu terrorism, BJP which usually is not much fond of good relations with Pakistan, on November 19 said that Indian police probe into an army officer’s alleged role in the Samjhauta Express blasts among other terror attacks could harm talks with Pakistan.
BJP spokesman Ravi Shanker Prasad was quoted by Indian media as saying “The juvenile investigations would encourage jihadi elements in Pakistan and would have an effect on the talks between the two countries which are due in the last week of this month.”
“There is a risk of Pakistan seeking a review of all the terrorist attacks in which India had alleged a Pakistani hand”, he said adding “The morale of the Indian Army should be protected at all costs.” “The ATS theory would give Pakistan an opportunity to prove that India is involved in sponsoring anti-Pakistan campaign on terror,” Mr Prasad said.
Reaction of Hindu religious leaders:
Now Hindu religious leaders are uniting and some of them met in Panipat on Sunday November 16th to form a Dharam Sangrakshan Samiti to defend the blast accused from the allegations leveled by the Maharashtra Anti-Terrorism Squad. In Panipat, the Sangh Parivar demonstrated its united resolve to fight for those accused of terrorism. The Vishwa Hindu Parishad (VHP) now plans to hold a massive rally of religious leaders on November 26 to demonstrate their support for the blast accused.
Reaction of the Hinduvta leaders (Excerpts)
There was a National debate in India as regards the new lights being thrown on the subject on Hindu terror being spread in India. This is the summary of the same.
When Hindu leaders are accused of killing innocent people and indulging in terror acts isn`t it time to do aatmachintan (introspection) just as they want the Muslin leaders to do when Muslim youths are accused of being involved in terror acts. Govindacharya (RSS) set the ball rolling by claiming that the government has been ignoring the Hindus and such terror acts only reflect the frustration in the society.
"Hindu Samaj has definitely done the aatmachintan and this kind of emotional outbursts are the result of such aatmachintan. There are two reasons: First when Hindu samaj (society) feels that there is no government that takes care of their interests and feelings then such outburst are a natural consequence though undesirable.
Similarly when the legitimate established organisations espousing the cause of Hindu society apply double standards to their own convictions and they are not honest about their concern of large section of Hindu society, then definitely the Hindus do the aatmachintan and the result is mushrooming of such outfits," Govindacharya said. BJP President Rajnath Singh said that Hindu saints were being maligned and VHP`s Praveen Togadia says a Hindu can never be a terrorist, so isn`t it the same politics as what BJP accuses the Muslim politicians of.
“Gandhiji also said ‘politics without religious values is of no use to me`. He meant the Dharma. Dharma needs to be in politics otherwise it will become immoral” Singh argued. Dipankar Gupta argued that BJP can never ever rid itself of its Hindutva agenda. "When you come down to the wire, the defining characteristic of the BJP is Hindutva. It can occasionally take on other issues as well like economic regeneration but everybody is talking about that. So what`s different about the BJP? The difference is Hindutva. So when push comes to shove, its Hindutva colours come out.
Conclusion
In a nutshell it is all chaos and confusion in India where bombs are being exploded anywhere and everywhere. The people are dying and the worst thing is that a bomb explosion does not see who is dying. He could be a Hindu or a Muslim. But then there are leaders who come in to make fast buck and get the political milieu. Politics could not have been so dirty but in India it has become. It is simply politics over the blood of the poor and the innocent i.e. children of lesser Gods.
Indian analysts are now worried about Hindu terrorism. Some of it has been on display for a long time against the Muslim community. Some of it is recent, targeting Christian missionaries and Christian converts. Because of the rise of Hindu fundamentalism in the 1980s, or a revival of old Hindu supremacist thinkers like Savarkar, who was behind the killing of Gandhi, India is now open to terrorism that is lashing out at the state. It is high time India should take lead from the situation in her neighboring country where fundamentalists are on the rampage and blowing innocents into pieces.
Before it is too late to rootout Hindu Talibanization from Indian society, which is growing fast as Machiavelli said “By being on the spot one sees trouble at its birth and one can quickly remedy it; not being there one hears about it after it has grown and there is no longer any remedy.”

Obama’s Program Of War

Within days of taking power, the Obama administration has made clear that it will escalate the war to subjugate the Afghan people, intensify US military strikes on targets inside Pakistan and continue the occupation of Iraq indefinitely. What is being prepared is a brutal escalation of US military violence in Afghanistan and a widening of the conflagration in the region.

Obama left a two-hour meeting with the Joint Chiefs of Staff yesterday pledging to ensure that the military received the "resources and the support" to wage the wars being conducted by the United States. He told journalists he would soon be announcing "some difficult decisions that we're going to have to make surrounding Iraq and Afghanistan. "

The essence of those decisions was indicated on Tuesday in the testimony of Defense Secretary Robert Gates before the Senate and House armed services committees. Obama's appointment of Gates marked the new president's unambiguous repudiation of the campaign rhetoric that appealed to broad antiwar sentiment among the American people. Gates served the Bush administration in the same post for the past two years and directed the escalation of the Iraq war from early 2007 to early 2008.

Gates told the senators: "There is little doubt that our greatest military challenge right now is Afghanistan. As you know, the United States has focused more on Central Asia in recent months. President Obama has made it clear that the Afghanistan theatre should be our top overseas military priority."

The war in Afghanistan, he added, would be "long and difficult." The short-term time frame he placed on the conflict was "five years"—at least until 2014.. He said an increase in US casualties was "likely" as operations are stepped-up against the anti-occupation insurgency being waged by loyalists of the former Taliban regime and other Afghan Islamist movements.

Gates stressed that as the new administration escalates military action in Central Asia, it has no intention of withdrawing from Iraq. Warning that resistance could erupt again against US forces in Iraq, he said "there may be hard days ahead for our troops." Even if units designated as "combat" are pulled out roughly according to the 16-month schedule promised by Obama during the election, Gates emphasized that a sizeable force would remain and "we should still expect to be involved in Iraq on some level for many years to come."

He told the Senate committee that Obama will send 30,000 additional American troops to Afghanistan as soon as possible. The first of the four combat brigades requested last year by General David McKiernan, the commander of US and NATO forces in Afghanistan, has already taken up positions in areas to the east of the Afghan capital, Kabul. The 3,500 troops, from the 10th Mountain Division, have begun operations in the provinces of Wardak and Logar.

Analysts are predicting that Obama will order the 2nd Marine Expeditionary Brigade to deploy to Afghanistan by mid-spring. Another Marine brigade will follow by mid-summer. The final additional brigade will arrive before the end of the year.

The intensified fighting will not be confined to Afghanistan. The predominantly ethnic Pashtun Afghan insurgents have safe havens and derive support among the Pashtun population of Pakistan's Federally Administrated Tribal Areas (FATA). As a result, the US and NATO forces have been unable to prevent the Afghan resistance from launching daily attacks across entire swathes of southern Afghanistan and replenishing both its ranks and weapons. Large-scale US military strikes on the FATA and even more deeply into Pakistan are the logical outcome of Obama's determination to place Afghanistan under US control.

It was "impossible, " Gates declared, "to disaggregate Afghanistan and Pakistan, given the porous border between them." He left no doubt that the US military would continue to conduct air strikes inside Pakistan, regardless of the opposition of the Pakistani government and Pakistani people, on the pretext that the targets were linked to Al Qaeda.

The primary motive for the 2001 invasion of Afghanistan was not to fight terrorism, but to create a base for the assertion of US influence over the resource-rich former Soviet republics in Central Asia. During last year's presidential election, Obama served as the mouthpiece for factions of the American establishment that had concluded the preoccupation with Iraq had resulted in Central Asia coming too much under the political and economic sway of Russia and China.

The re-emphasis on Afghanistan is intended to reverse this trend. Under the guise of securing supply routes for the increased US military force, intense diplomacy is taking place to establish access rights and military bases in Central Asian states such as Kazakhstan and Uzbekistan. Currently, the bulk of US and NATO supplies to Afghanistan move through border passes in the FATA, where they are coming under increasing attack by insurgents. Following a NATO summit on Monday, the Russian government announced that it is prepared to allow its territory and air space to be used to transport US and NATO supplies into Afghanistan.

Gates's testimony also indicated a shift in the relations between the US and the puppet government it has installed in Kabul under President Hamid Karzai. Along with fighting "terrorism," the Bush administration justified the occupation of Afghanistan with constant references to bringing "democracy," "development" and "human rights" to the Afghan people.

Gates dismissed such claims on Obama's behalf, telling senators: "If we set ourselves the objective of establishing some sort of a Central Asia Valhalla over there, we will lose... because nobody in the world has that much time, patience or money, to be honest...."

A brutal real politik will define the Obama administration' s policy in Afghanistan. Karzai's government is frequently derided in US foreign policy circles for its endemic corruption and its lack of popular support among the Afghan people. A more important reason for flagging US enthusiasm for its puppet Karzai is the latter's public criticisms of US air strikes that target and kill Afghan civilians. The Obama administration has every intention of escalating the bloodshed and will brook no interference from its client regime.

The New York Times reported on Wednesday that Obama may support a campaign to remove Karzai in the presidential election scheduled to be held in the country later this year. The alternative to attempts to create a strong central government is the Iraq "surge" model. The commander of US forces in Iraq, General David Petraeus—who now heads the US Central Command—authorized his officers in particular parts of Iraq to bribe insurgent leaders to change sides, in exchange for both money and a degree of local power.

In a similar fashion, sources close to the Obama administration told the Times that it "would work with provincial leaders as an alternative to the central government, and that it would leave economic development and nation-building to European allies, so that American forces could concentrate on the fight against insurgents."

The result of this policy could be greater tensions between the US and the European powers. During his testimony, Gates demanded that NATO member-states "step up to the plate" and provide more forces and resources for the war in Afghanistan.

Even with 30,000 extra American troops, the occupation force will still be severely under-manned. In the midst of the ongoing occupation of Iraq and an economic meltdown, however, Gates told the Senate that he was "skeptical" the US military could contribute "additional American force levels beyond what General McKiernan has already asked for."

Under Bush, NATO states, particularly Germany, France, Italy and Turkey, repeatedly rejected US requests that they dramatically increase their involvement in the Afghan conflict. They must now decide how to respond to the Obama White House.

A British Broadcasting Corporation correspondent commented on Tuesday: "If NATO allies falter now, the long-term implications in terms of separating the United States from Europe could be severe... The issue is emerging as a potential troubling one at the 60th anniversary summit [of NATO] to be held in early April."

Millions of Americans were channelled into voting for Obama and the Democratic Party by the illusion that they would implement a decisive shift away from the militarism and neo-colonial interventions that marked the Bush years. Instead, they face an administration that is just as determined as Bush's to use brute military force to secure the economic and strategic interests of American imperialism. Countless thousands of Afghan and Pakistani lives, and those of hundreds if not thousands more American troops, are to be sacrificed in the process.

This reality underscores not only the debased character of "democracy" in the United States, but the necessity for a break with the two parties of US imperialism and a fundamental political reorientation of the working class toward a socialist and internationalist program.

IMF says Pakistan has met initial targets

WASHINGTON: The International Monetary Fund said on Thursday that data indicated Pakistan had met its end-December targets under its 23-month IMF funding programme, suggesting the government was making some headway in its balance of payments crisis.

"Initial developments under the programme have been positive," IMF spokesman David Hawley told a regular news briefing.

"The foreign exchange rate has appreciated somewhat and preliminary information suggests that end-December targets for net international reserves and net domestic assets at the State Bank of Pakistan were met," he added.

Asked if Pakistan's reserves had increased, Mr Hawley said he did not have reserve figures.

Earlier on Thursday, the State Bank of Pakistan announced that its foreign exchange reserves rose $260 million to $10.21 billion in the week ending Jan 24. This, however, includes $500 million from China to help rebuild reserves, which had declined to dangerously low levels last year.

Responding to another question, the IMF spokesman said no date had yet been fixed for sending an IMF mission to Pakistan for reviewing the programme. "The next assessment will take place in the first programme review which is scheduled to be completed by March," he added.

Earlier media reports, however, suggested that IMF and Pakistan officials might meet in Dubai between Feb 14 and 24.

Pakistan and the IMF agreed on a $7.6 billion loan deal in November to steady the country's finances and stave off a balance of payments crisis and possible default on its foreign debt.

At the time, the Pakistani rupee had fallen sharply against the dollar and the country's stock market dived after foreign investors took flight amid a global credit crisis that had heightened Pakistan's economic woes.

The next talks with the IMF will focus on the second tranche of $775 million.

Pakistan territory not used for Mumbai attacks: Shamsul Hassan

LONDON: Pakistan high commissioner in Britain Wajid Shamsul Hassan has said that the planning of Mumbai attacks was not hatched on Pakistani soil.

In an interview to Indian television, Wajid Shamsul Hassan has said that the report on the dossier that India has sent to Pakistan on the Mumbai attacks is in its final stage which is likely to absolve Pakistan of involvement in the strikes on Mumbai.

"Pakistani territory was not used so far as the investigators have made their conclusions. Pakistan territory not used. It could have been some other place. Not the UK as well. Because these were the two places I was concerned about. They categorically informed me that the territories were not used for planning this operation," said Wajid Shamsul Hassan.

His comments follow media reports that quote government sources saying Pakistani territory was not used to prepare and plot the Mumbai attack.

Three security force men killed in Malakand bomb assault

Three security men were killed and seven others wounded Friday in remote-controlled bomb attack on a security forces convoy in neighboring area of restive Swat.

According initial report, a planted bomb hit forces' convoy at Jalala area of Malakand agency killing at least three cops and injuring seven others.

The corpses and injured were immediately rushed to nearby hospital while, the forces cordoned off the area and launched a search operation.

Meanwhile, some three people were killed in recent incidents of violence in neighboring Swat, reported ARY OneWorld.

In Chaharbagh, law enforcement agency's personnel shot dead two people on violation of curfew, while another civilian was killed when a mortar hit his house in Mingora.

Military gunship helicopters also pounded militants' hideouts in Chaharbagh, however, no casualties were reported so far.

Japan will give $480 mln to Pakistan

Pakistan said it will receive $480 million in financial aid from Japan during the current fiscal year ending June 30.

Finance Advisor Shaukat Tarin lauded the Japanese assistance in a meeting with Japan Ambassador in Islamabad Mr. Chihiro Atsumi.

Tarin further said that Japan wants to assist Pakistan in major development projects.

Pakistan Finance Advisor discussed over economic stability and development projects with the Japanese envoy. "The economy has improved after the IMF bailout," Tarin informed the Japanese ambassador.

Obama supports Pakistan economic aid expansion: Hillary

WASHINGTON: Assuring lawmakers of President-elect Barack Obama's support for a Congressional measure on three-fold expansion in economic assistance for Pakistan, US Secretary of State-designate Hillary Clinton has vowed to pursue a 'positive' relationship with Islamabad for addressing the 'tough and complicated' problem of violent extremism afflicting the region.

"Yes, the president-elect does support the legislation that you (Kerry) were part of, Vice President-elect (Joseph) Biden and Senator (Richard) Lugar also. We want to try to begin to some extent to separate our military aid from our non-military aid.

"The tripling of non-military aid is intended to provide resources that will both support the Pakistani people and also give some tools to the democratically elected government to try to start producing results for the people of Pakistan," she told the Senate Foreign Relations Committee at her confirmation hearing.

Clinton was asked by Senator Kerry if she could affirm that the new administration remains absolutely committed to the Biden-Lugar measure (now likely to be named Kerry-Lugar) that seeks to enhance economic assistance for Pakistan to $1.5 billion annually over a number of years.

On the military aid aspect of the legislation, she said, the administration wants to look hard and see whether we can condition some of that on the commitment for the counter-insurgency, counterterrorism missions.

"So we certainly are inclined to support, where appropriate, the legislation you are referring to," she added. The New York senator, who has been a member of the influential panel, told her fellow lawmakers that Pakistan faces the complex problem of extremism but its government is determined to curb the menace.

"Pakistan has a particular complexity because of its nuclear weapons capacity. But the democratically elected government has been saying a lot of the right things with respect to the threat posed by extremists and terrorists, particularly along the border and in the Fata region in Pakistan.

"So, I am hopeful that we will have a very active, positive relationship with the new Pakistan government. I know that there is a lot of work being done by the outgoing administration to deepen ties between our country and various institutions in Pakistan," she said. "But this is a tough problem. It is a very complicated problem. It has many dimensions to it. As you pointed out, the relationship with India, the relationship with Afghanistan.

"The role that Iran and others are playing in that region." "We have to approach this with the same level of attention and comprehensive understanding that our military is attempting to do as it ramps up our troop commitment in Afghanistan and works more closely with the government of Pakistan to protect them from violent extremists as well as to root out al-Qaeda and other remnants of the terrorists network so that they don't find safe haven in Pakistan to plan attacks against us or any other country."

Kerry, who has succeeded Vice President-elect Joseph Biden, underscored the need for supporting Pakistan in overcoming its economic challenges. He raised his concern on a number of counts with respect to pursuance of the war on terror in Afghanistan and pointed out the need for clear definition of the US goals.

Clinton sounded agreeable to chairman of the panel Senator John Kerry's call for examining efficacy of targeting and taking out suspected terrorists in tribal areas along Pakistan-Afghanistan border in the face of counterproductive impact of such actions on hearts and minds campaign.

US President Obama to boost US aid to Pakistan by three-times

WASHINGTON: President Barack Obama on Wednesday announced three-time increase in US non-military aid to Pakistan during next five years.

In his foreign policy document released by the White House today the new US president urged Pakistan to ensure security at Pak-Afghan border.

The document said that the legislation launched by the Vice President Joe Biden will be passed and Pakistan will be granted US$ 7.5 billion during the next five years for construction of roads, schools, hospitals and other infrastructure projects.

The document said that Pakistan would have to ensure security at its border with Afghanistan.

From its nascent beginnings in the late 1980s, the Pakistan IT and ITES industry has now reached a point where its value proposition has been validated. The largest member companies are grossing between 15 – 30 million dollars in annual revenue and receiving 100 million dollar valuations.

Most technology companies are growing in excess of 30% a year annually. For innovation to thrive a healthy and supportive environment which encourages new ideas, research and experimentation is extremely important.

Some of the very best ideas almost always come from younger companies whose passion and excitement drives them. Innovation doesn't always have to be a new idea; it's sometimes just a new way of doing something that is easier and more productive for users and customers. Cutting direct investment in innovation during an economic slowdown is a mistake and could have long term effects on the economic progress of a country.

The purpose of the P@SHA ICT Awards is to promote innovation, entrepreneurship, and production of ICT products that are both exportable and can cater to domestic industry demands. The best ways to encourage excellence and innovation is to recognize what is already being done by individuals and companies in the ICT sector in Pakistan.

P@SHA asks for nominations in 20 different categories including Best of Financial Applications, Best of Communication Applications, Best in Digital & Media Entertainment, Best in Startup Category, Best in E-Learning and E-Health amongst others.

This year two new categories have been added: E-Community & E-Inclusion and E-Logistics. The winners of the P@SHA ICT Awards 2008 go on to participate at the Asia Pacific ICT Awards (APICTA) in Jakarta, Indonesia. In 2007 Pakistan picked up the Best in Financial Applications and Best in Communications Awards at APICTA in Singapore competing against countries like Australia, Hong Kong, Singapore, Malaysia, etc.

Tensions between Indo-Pak escalated after Mubai attacks: Indian army chief

Iran Calls on Japan to Help End Israeli Genocide in Gaza

Iran asked Japan to play a larger role in opposing Israeli attacks on the Gaza Strip.Iranian Foreign Minister Manouchehr Mottaki and his Japanese counterpart Hirofumi Nakasone held talks by telephone at Tehran`s request, the Japanese foreign ministry said.

"Foreign Minister Mottaki said Iran expects Japan to play a role in the efforts to end the Israeli attacks on the Gaza Strip immediately," the ministry said in a statement.

Nakasone told Mottaki that Japan would "continue making proactive efforts on this issue as a member of the UN Security Council."

Nakasone also spoke to his Italian counterpart, Franco Frattini, separately by phone and agreed to cooperate among Group of Eight nations in calling for a truce in Gaza, the Tokyo foreign ministry said.

Japan, currently the chairman of the G8 group of wealthy nations, has sought a larger role in the Middle East. Tokyo last week announced it would provide $10 million in emergency humanitarian aid for the Gaza Strip.

Japanese Prime Minister Taro Aso has held separate telephone talks with Israeli Prime Minister Ehud Olmert and Mahmoud Abbas, president of the self-ruled Palestinian Authority, which of course has little control over Gaza.

Israel waged war on the Gaza Strip on December 27 and began a "long-term" ground offensive on the Palestinian territory last Saturday.

Thus far, the Israeli aggression has killed 763 Palestinians and injured thousands of others - a large number of the casualties are civilians.

Part 1

Mumbai episode is the latest in a long and nefarious story that started unfolding some 16 months ago in the barren hills of Balochistan, a sparsely populated province in western Pakistan.

 

After more than 22000 kilometers of road and rail travel, endless legwork chasing small and seemingly unrelated clues, hundreds of interviews and many dozens of field trips, all we have been able to do is just remove the lid on the American designs on Pakistan and India. Equally disturbing is the reality that Central Asia, China and Russia are also in the crosshairs of the United States. What we have found is sheer in scope, mind-boggling and frightening.

 

The USA seems to have decided to:

  • Bifurcate Pakistan using all possible means, including the religious elements that can be bought, coerced or tricked;
  • Pull the plug on the Indian and Pakistani economies by creating a situation of perpetual confrontation;
  • Prevent India from becoming an economic rival of the United States in foreseeable future by denying it the energy resources of Central Asia and Iran, and draining its precious human and material assets in dead-end pursuits;
  • Promote drug addiction in South and Central Asia so that all the opium produced in Afghanistan is consumed in the region and little or none is left for export to the American markets;
  • Block the economic growth and expanding regional influence of China and Russia;
  • Acquire logistics facilities and infrastructure network for military action against Iran;

The Bumper Crop of Spies

We started working on this story in July 2007 on a vague tip that some foreign spies had been caught in the Pakistani province of Balochistan. We traveled to Balochistan and started talking to people who had many interesting things to tell.

 

"They caught a spy transmitting from the backroom of a pharmacy in Dalbandin," said a local shopkeeper."Yes, it was about eleven in the night. They caught him without any trouble." said his friend.The capture of another spy was rather hilarious."He was dressed like a Baloch, and he looked like a Baloch," said a shepherd.

 

"But we knew immediately that he was not a Baloch and we tipped a militia patrol," he added."How did you know he was not a Baloch," we asked.His brief explanation: "He was not walking like a Baloch."It is easy to understand the shepherd if you have ever seen a real Baloch in motion. The lilt and majesty of Baloch gait is inimitable.

 

Another spy was pretending to be a bush."The spy was concealed in a small bush on -------- [name of the mountain omitted deliberately] ," told a farmer in a settlement opposite Ahmedwal town."Why did you think it was not just a bush like any other bush," we asked."There was no bush there the day before," was his simple reply.

 

Because of the keen observation and vigilance of the locals, five spies were caught in less than two months. There were at least three others, who were detected but managed to escape. It is difficult to say as to how many more operated unnoticed, completed their work and went back to wherever they came from.

 

What was significant was that the locals said that four of the five captured spies were Amreeki (Americans). This sudden surge in American spies was inexplicable. We decided to consult Sasha and Misha, two retired KGB colonels, living in a quieter district of Moscow.

 

Back to Sasha and Misha

Sasha and Misha (not their real names), are retired KGB colonels and top-notch experts on Afghanistan and Pakistan. They were among the architects of the original BLA (Balochistan Liberation Army) during the Russo-Afghan war. They know Balochistan better than anyone else we ever met.

Afghanistan and Pakistan are their first love and like faithful lovers they always keep tab on what is happening in that part of the world. And, they are in touch with many of their old contacts.

 

"There can be many reasons for increased espionage. It usually indicates some major shift in policy or preparation for a big operation. Looking at other developments, I would say that it is the both. The Americans are going for a major shift in their policy toward Pakistan and they may also be putting together some big operations," said Sasha.

 

"Go look for something unorthodox," added MishaThe trouble with Misha is that he speaks Cryptese. With his inherent fondness for crosswords, anagrams and puzzles, Misha is almost always difficult to decipher."Unorthodox what," we asked in exasperation." Such as Yankee-Jihadi marriage," said Misha with a naughty twinkle in his eyes that suddenly made him look much younger.It was clear that we were not going to get anything more from the duo before doing some spadework.


Part 2

Yankee-Jihadi Marriage

We turned our attention back to Balochistan and patched into the local grapevine.Misha' s phrase 'Yankee-Jihadi Marriage' was the key we were trying on every lock.Something seemed to click after a while.

 

There was buzz that a representative of a jihadi outfit recently had a meeting with an American in the Sadabahar area at the edge of Quetta. This was the beginning of August 2007 and the meeting was unusual. Americans of all descriptions travel frequently between Afghanistan and Pakistan but they were not known, till then, to seek clandestine meetings with jihadi elements.

 

According to our source, the representative of the jihadi outfit was a burly man in mid thirties with medium-length, thick beard. In Sadabahar, where the compound walls are typically high, he met an American who was dressed like a Pushtun. The meeting lasted more than three hours and the jihadi left with a canvas bag full of cash.

 

We could not identify the American but we managed to trace the jihadi to a splinter group of LeT (Lashkar-e-Taiba) . As is known, LeT is not a single entity; it is more like a brand name, used by many groups with diverse objectives and split loyalties.

 

The jihadi went to Karachi and met a colleague in Shah Faisal Colony and apparently gave him some of the cash he received from the American in Quetta. This assumption is based on the fact that the jihadi's colleague in Shah Faisal Colony purchased a flashy SUV a few days later.We returned to Sasha and Misha.

 

Money Explodes

"It cannot be an isolated phenomenon. There must be something before and after it. Look for patterns, always look for patterns," said Sasha.Misha said, "This money will explode. It will explode in many places." It was early September 2007, and Misha's black prediction was not long in coming true.

BB [Benazir Bhutto, former prime minister of Pakistan] returned to Pakistan on 18 October 2007 after nearly eight years of self-imposed exile, and her huge convoy was hit by suicide bombers en-route to the mausoleum of the father of the nation. Hundreds were killed and wounded but BB escaped unharmed.

 

Was there any connection between the suicide attack on BB's convoy and the American funding of a jihadi outfit?Instead of jumping to conclusions, we went back to Sasha and Misha.

 

Look at the whole picture

"Look at the whole picture. Never get distracted; look at the whole picture," said Sasha."That is what we are here for – show us the whole picture, or at least as much of the picture as you can," we said.Sasha looked Misha in the eyes for a few seconds. It is disconcerting, the way they can communicate with each other silently and make you feel dumb.

 

There seemed to be some kind of accord."OK, let's a bit of picture for you," said Sasha.He started, "BB has hired the lobbying firm BKSH & Associates in a six-month contract for US $ 250000. It is the same firm that is working for Hillary Clinton. "Burson-Marsteller is the parent company of BKSH and pollster Penn, Schoen & Berland Associates is its affiliate. Mark Penn is the president of Penn Schoen and CEO of Burson-Marsteller and he is also the chief advisor of Clinton in her presidential campaign.

 

"Now that Republicans are sure they cannot win the elections, they are betting on Hilary. She is a Republican among Democrats and by looking at her policy stance as senator, I can say confidently that if she wins the elections or finds her way into the new administration, she would continue with the Republican foreign policy. She is the last hope of Neocons."It is no coincidence that BB decided at this very time to return to Pakistan and hired BKSH to lobby for her in Washington."

"She has been chosen as pillion rider to a wayward Musharraf," interjected Misha."Yes," continued Sasha, "she is the chosen pillion rider but there are likely other plans, several of them in fact; a dead BB would be more useful for Washington."

 

Complicating the picture

"It is a rather confusing picture you are painting. First we find that Americans are funding a splinter group of LeT, then you predict that the money given to that jihadi outfit will lead to 'explosions' and now you are saying that BB was chosen as pillion rider to Musharraf but a dead BB will be more useful to Washington. Are you suggesting that Washington sent BB to Pakistan just to get her killed by LeT or some other jihadi lunatics?"

 

"Listen to the end," said Sasha rather sternly."Sorry," we said, afraid that he might clam up."First, let's clarify the question of funding by Americans. Financing, arming and training of enemy elements is nothing new in the American policy. The whole Russo-Afghan was fought on funding and training the kind of people who would never be welcome in Washington. However, their being loathsome was not a barrier against their being funded and trained to fight the Russians because, as the Americans are fond of saying, the end justifies the means.

"If BB is removed from the scene, it would bring several benefits to Washington, the topmost being swift departure of Musharraf, replaced by a weak government that would be heavily dependent on Americans for its very survival"

Misha started speaking when Sasha broke the conversation. "We are not saying that LeT did or did not engineer the suicide bombing in the BB procession on 18 Oct."What we are underlining is that a dead BB would be very useful for the region-wide American objectives, and the contract to bump her off may have been outsourced to more than one contractors."

 

Look for patterns

It was even more confusing."Sorry, but we cannot make head or tail of all this," we said."Look for patterns," said Sasha like a teacher whose patience was wearing thin. "The pattern here is," explained Sasha, "that CIA and other American agencies are funding, training and arming MeK [Mujahideen- e-Khalq] in Iraq and Iran to use them against Iran, they are funding and supporting Jundullah in Pakistan and Iran to create trouble in Iran, and now they have co-opted some factions of LeT, possibly some other jihadi outfits also, to do their dirty work in Pakistan.""Go chase Vickers," said Misha with the finality that indicated the end of our session with the spymasters.

 

Chasing Vickers

 Chasing Vickers is easier said than done.Michael Vickers is the assistant secretary of defence responsible for special operations and low intensity warfare. A former Green Beret, he was confirmed as assistant secretary for defence on 23 July 2007.Vickers was the principle strategist for covert CIA operation in Afghanistan that resulted in the defeat, and subsequent break-up, of the Soviet Union.

 

At the height of Afghan operation, he was giving strategic and operational direction to 300 unit commanders, 150000 full time and 500000 part time fighters. He coordinated the efforts of ten countries and oversaw an annual budget of more than US $ 2 billion.In other words, Vickers was the direct challenger of Sasha and Misha in Afghanistan.

 

Special Operations Command (Socom), a part of the portfolio of Vickers, is based in Tampa, Florida. Its annual budget is US $ 8 billion. More than 60000 covert and overt personnel are on its payroll.Vickers has offices on the third floor of Pentagon in the 'C' ring.

 

X is for eXpert

Washington is not an easy place for us; the people are reluctant to talk. Everyone who knows us is wary of us, and those who don't know us, don't care to talk to us.However, there are three experts with deep knowledge and insight, who sometimes cooperate with us. For this story, we have given them a composite name 'X' – X for expert."Vickers is not a bureaucrat. He is a fighter, first and last," said X.

He elucidated, "Vickers has four qualities that put him head and shoulders above the crowd: 1. His multi-track mind that can process several scenarios simultaneously; 2. His ability to co-opt enemy to fight the enemy; 3. His talent to add or remove the essential elements, as the situation demands; and 4. His uncanny sense of timing; where to strike, when and how."He would think a thousand times before setting a goal, but once he has decided where he wants to go, he would use endless, flexible tactics to get there."

 

"We are impressed already," we said, "but what is the connection between American funding of some Pakistani jihadi outfits, the return of BB  to Pakistan, and suicide attack on her convoy?"

 

"BB is the daughter of her father. Popularity goes to her head and she tends to become stubborn, even arrogant."Remember? Her father, ZAB [Zulfikar Ali Bhutto], made an extremely fine impression on JFK in their first meeting. JFK said that if you were an American, you would be in my cabinet. ZAB replied, 'Watch your words Mr. President. If I were an American, you would be in my cabinet.' She is no different.

 

"Although she has been sent as co-pilot for Musharraf, she might change her mind any time and that would be quite inconvenient for her American handlers. However, if she is bumped off, preferably with traceable links to some jihadi outfit, it would fit nicely with American plans for Pakistan and the entire region," said X.

 

"And, what could those plans be," we asked.X said, "There is general agreement among all the 16 intelligence agencies of the United States that Pakistan is 'on the edge,' the situation is 'very bad, very bleak.' The latest National Intelligence Estimate describes Pakistan as 'no money, no energy, no government.'"

 

He was of the opinion that not only the entire intelligence community but the mainstream Democrats and Republicans, and the Pentagon leadership, had come to the conclusion that nothing was going to go forward without dealing directly with Pakistan.

 

"Vickers is in the forefront. He was one of the authors of the QDR-2006-2025 [Pentagon's Quadrennial Defence Review for the next twenty years]. QDR defines terrorism as the immediate threat and China, Russia and India as long-term threats," said X.

 

Expanding on the theme, X said, "There is the concept of 'Total Force.' This includes active and reserve components, DoD civilians and contractors. DoD, specifically its special operations wing, has been tasked to enable 'other actors' to perform key tasks, roles and missions.

 

"There is also the concept of 'freedom of action' which means that indirect approach, stealth, flexible basing and strategic reach, outsourcing of missions, co-opting enemies, and conducting covert operations in countries that are not at war with the USA, are all fully permissible.

 

"There is the stress to 'shift the cost balance' to the adversaries. It means that military and civilian activities are to be conducted across the spectrum to establish and maintain desired order in countries and regions, and in doing so, one enemy should be used to cause damage to the other enemy.

"In addition to QDR, there is the special hit list of Socom. Vickers has short-listed 20 'high priority' countries. Pakistan is at the top of the list and India is not very far behind. These are the countries where Socom will conduct all kinds of clandestine operations. External actors will be playing, wittingly or unwittingly, the script written by Vickers.

"You should never forget that Vickers is on first-name basis with lot many of the original jihadis of the Afghan war – he was their paymaster and handler – and these are the people running or guiding most of the present jihadi outfits."Some of it was already going over our heads. The information was piling up like a shapeless lump, eluding any handle. The best thing was to take a break for brainstorming.

 

Brainstorming

We tried to put together what we had uncovered so far in our investigations and match it with the information we obtained from X, Sasha and Misha.Only some parts of the overall picture were visible, and it looked like this:

  • American espionage activity has intensified in Pakistan, indicating some major shift in policy and possible preparation for big action.
  • Americans are funding some jihadi outfits and militant elements in Pakistan, including at least a splinter faction of LeT. This is part of the known pattern of American tactics to finance enemy to fight the enemy. Other examples are US funding, training and arming of MeK and Jundullah.
  • BB has returned to Pakistan after reaching some kind of understanding with the current and future power players in Washington but the actual scriptwriters would like her dead because that would accelerate their regional ambitions.
  • Michael Vickers, assistant secretary of defence for special operations and low intensity warfare since July 2007, is a CIA veteran and chief strategist of jihadi war against USSR. He has big budget and huge manpower at his disposal for conducting clandestine and covert operations anywhere in the world. He has successful track record of co-opting enemy to fight the enemy. Pakistan is at the top of the list of his target countries and India is not far behind.
  • American establishment is unanimous in its opinion that a radical solution is needed for 'Pakistan problem.'
  • There are region-wide American ambitions, although we don't know much about them, but whatever those ambitions are, they cannot be advanced without severe damage to, possibly bifurcation of, Pakistan.

Where do we go from here? There were no fresh leads. We were also aware that we don't know the right questions to ask.We were still in a state of indecision. And, BB got assassinated.

Benazir Assassinated

BB (Benazir Bhutto) got assassinated on 27 December 2007, when she was leaving Liaquat Bagh in Rawalpindi after addressing a huge rally. It was absolutely shocking news and our first reaction was to kick ourselves in the butt for not going public with our story in November 2007. Would she still be alive had we released the story in November? It is a question that would always keep haunting us.

 

We went to Sasha and Misha with a blurry video clip, showing a clean-shaven young man pointing and shooting a hand gun at BB.It didn't take Sasha and Misha long to identify the weapon."It is a 0.22 high velocity pistol," said Sasha."Standard personal weapon of Mossad agents," added Misha."What does it mean?" we asked."It points to the source of training. If you are trained to use a knife, you will use a knife when required. If you are trained to use a 0.22 pistol, you will use that when the time comes," said Sasha.

 

"There are all kinds of speculations, even claims, that BB was assassinated by a jihadi organization," we mentioned."If Americans can fund a jihadi faction, what is wrong with Israelis training them?" countered Sasha.

 

He added, "You keep forgetting what I tell you. Look for patterns. There is certain CIA-Mossad signature that you cannot fail to miss if you are trained to look for it. The nerve gas used to paralyze the pilots of the C-130 carrying Ziaul Haq was made in Israel, but Israelis didn't put the little box in the mango crate, they used the local people. The poisoning of Shahnawaz [younger brother of BB, who died of poisoning in mid 1980s in Cannes] can be connected to CIA-Mossad if someone cares to open the case again, but it was just the maid of Shahnawaz who did the dirty work, not the Israelis or CIA. There is unmistakable similarity in the riots and endless public processions that led to the ouster of Salvadore Allande in Chile and ZAB and Musharraf in Pakistan; in none of these cases you saw CIA or Mossad officers leading the processions and riots. Look for patterns."

 

Wasted time, weak leads

From January to November 2008, we were held back by weak leads and drying up sources.Only two things of any significance came to light but hardly a story to go public.X said in Washington, "Vickers and Gates [US secretary of defence] are close friends. My assessment is that they might like to do something really big before Bush leaves the White House so that the next man should not be able to deviate much from the Neocon agenda."Misha said in Moscow, "The opium production in Afghanistan for the last three years is nearly twice the worldwide demand of opium-based narcotics. Have you ever wondered where all the surplus opium is going?"

 

Mumbai mystery and Vickers

It was the fateful last week of November 2008, when terror struck Mumbai, the economic and financial heart of India. A group of probably ten persons, split into small teams, wreaked havoc in several public places for more than 60 hours, causing death and destruction at large scale, and bringing India and Pakistan to the brink of yet another war.

 

We returned to X in Washington and Sasha and Misha in Moscow, determined that we will go public with our story now, even if our findings cannot be backed by definite and demonstrable proof. "Vickers is written all over it," said Misha."Looks quite like Vickers," agreed X.X in Washington and Sasha and Misha in Moscow pointed to a number of features of the Mumbai mystery that they consider hallmark of Vickers.

 

Here is the gist of our several conversations with X, Sasha and Misha:

Choice of the sea route to Mumbai is the first thing that should ring alarm bells. If it was a homegrown jihadi outfit, they would have chosen the Bhuj route in Rajasthan with which they are familiar and which is not as risky as the sea route.

 

The likely departure point was some small settlement left of Hyderi and not the main port of Karachi as is widely reported and believed. If a fishing boat starts from any point left of Hyderi and moves along, hugging the coast, it has very little risk of being challenged. This was the route followed by India to send back trained Al-Zulfikar and other militants to Pakistan. This is also the route favoured by the Shah group and other drug smugglers known to cooperate with the Americans.

In addition to the route, there is the matter of drug use by the terrorists during the siege. Being in the midst of a shooting match with the security forces was enough of a stimulant to generate necessary quantities of adrenaline to keep them awake. However, if they felt the need to use narcotics, they would not go for LSD, which is basically a fad of the American youth, not much popular in South Asia.

 

The use of Google Earth maps is a classic Vickers touch. None of the sites targeted by the terrorists was a military installation; they are all shown in every tourist map. Even if one doesn't care to buy a tourist map, it is easy to get there merely by asking directions. Vickers, who is very fond of killing several birds with one stone, added Google Earth to the paraphernalia of terrorists because he is known to oppose this service; he considers it a security risk, probably rightly so, and wants it to be unavailable to the general public.

And, the terrorists conveniently kept quiet about the most important part of their mission: The message they wanted to convey, the goals they wanted to achieve. This gives free hand to Vickers and co. to fill in the blanks, to attach any motive to the terrorists they like.

Then, there is the little matter of the American officials 'who preferred to remain anonymous', contending even before the Indians that Pakistan was involved in the incident. Even when the operation against terrorists was still in progress, Americans started saying repeatedly that they suspect Pakistani involvement. Among the other peculiarities mentioned here, it is this slip that removes the mask from the face of Vickers.

 

The conclusions drawn by X, Sasha and Misha are logically correct. Taken together with our earlier findings, these are strong arguments to suspect that Vickers engineered the Mumbai incident. However, the question is: Was it an end in itself? What was the objective?As Sasha said in one of his conversations, "It cannot be an isolated phenomenon. There must be something before and after it."

Nearly complete jigsaw puzzle

In order to get as complete a picture as possible we picked the brains of X in Washington and Sasha and Misha in Moscow in numerous lengthy, intensive sessions.

 

Information came thick and fast; with the hindsight of nearly 16 months of legwork we knew the right questions to ask. For the sake of readability and coherence, we have paraphrased the gist of our conversations with X, Sasha and Misha. Input from our contributors in New Delhi, Tehran and Kandahar is also blended into this write up:

American Dilemma:

 

The US military is burning nearly 600000 gallons of fuel per day. More than 80% of this comes from Pakistan, through 700 or so road tankers that are vulnerable to all kinds of attacks on their long journey from facilities in Pakistan to American bases in Afghanistan. The reserves in Afghanistan will suffice for only two weeks if the supply line is disrupted.

Aware of this, the Americans have been trying to create an alternate route through Azerbaijan, Turkmenistan and Uzbekistan. Even if the alternate route is opened fully, it is very long and inefficient and there are risks that Americans are not in a position to counter at present.There is need to abandon the Pakistan route but there is nothing to replace it.

 

Bifurcating Pakistan: The solution that is agreed to nearly unanimously by the American policymakers is that Pakistan must be split into two parts: the Americans would like Balochistan province to become an independent country and they don't care where the rest of Pakistan goes.

 

In fact, it is a goal the Neocons have been pursuing for a long time. A few years ago, they pumped Baloch insurgency but it proved an exercise in futility.Vickers, in one position or the other, has never been far away from the process of decision-making. He sees many advantages in splitting Pakistan into two parts.

 

Benefits of bifurcating Pakistan: From American point of view, there are many benefits in creating an independent Balochistan:

  • An independent Balochistan will be an ideal territory to keep supply lines open to the US and NATO forces in Afghanistan.
  • Independent Balochistan will provide Americans with excellent locations for putting up their military and naval bases to police the Persian Gulf and make sure that no other naval power including India, China and Russia ever gets upper hand in the Indian Ocean.
  • An independent Balochistan will be the place from where Americans can maintain permanent pressure on Iran, even in the remote possibility that they may have to eventually leave Iraq.
  • China and Russia will be denied any access to the warm waters of the Indian Ocean.
  • The Gulf countries will remain dependent on the USA for export routes of their hydrocarbon products.
  • Full control of the entrance to the Gulf will enable USA to allow or deny oil flow by tankers to any country in the world.
  • Central Asia is a land-locked region and the whole region would be on the mercy of the United States.
  • If Balochistan is detached from Pakistan, the rest of Pakistan is likely to exist as a perpetually unstable entity, creating a permanent source of trouble for India. This fits nicely with other American plans because India has come very close to becoming an economic rival of the United States.

Why Mumbai incident: One doesn't need to be an exceptionally brilliant person to understand immediately that Pakistan had nothing to gain and everything to lose from Mumbai incident. If we assume that it was done by a jihadi outfit on its own, it would be the most foolish thing to do because of the consequences that should have been discernible at the time of planning.

 

However, if we agree to the assertion that Vickers planned it, through proxy forces, for advancement of American objectives in the region, everything suddenly makes sense.

 

Here are some pointers:

  • One logical consequence is that India and Pakistan would probably go to war or at least move their forces to the borders in a position of war readiness. Every expert knows that keeping forces ready for war is nearly seven to eight times more expensive than keeping them in the barracks. This is an excellent way to make sure that Indian and Pakistani economies would be crippled for a long time to come.

  • India and Pakistan are negotiating for two gas pipelines, one from Iran and the other from Turkmenistan. There are also plans to put oil pipelines from Kazakhstan and Uzbekistan to South Asia. USA would use every method to deny India the energy resources of Central Asia and IranIndia is not what USA has in mind. The tide has reversed already and it is not to the liking of the Americans. Students from the United States are now coming to India, Indian businessmen are giving tough time to American corporations worldwide, and India has entered some of the export markets that were traditionally dominated by the west. In short, a weak India will be acceptable as a friend but a strong India will be a pain in the neck for Americans. because an economically strong

  • The global financial and economic crisis was triggered by the follies and dishonest practices of the American corporations; the American economy is still in free fall and the end is nowhere in sight. On the other hand, the Indian economy has not suffered a proportionately comparative loss. The steep fall on one side and the lesser fall on the other means that the real gap between the American and Indian economies has somewhat narrowed down because of the twin financial and economic crises. Mumbai incident is an attempt to remedy the situation in favour of the United States.

  • In a way, Mumbai incident is similar in concept to Bin Laden tapes. With dependable regularity, Bin Laden tapes appeared whenever Bush was going through difficult times. The Mumbai incident magically appeared when Americans needed to remove Pakistani forces from the Afghan border so that American forces could operate freely in the Frontier province of Pakistan, and push for bifurcation of Pakistan to solve their supply problems permanently.

Reaction in India: As far as we have been able to confirm through our sources, Indian leadership is trying to handle the situation in a calm and measured manner. However there are two kinds of pressures on the Congress government: From one side they are being pressed by BJP and other parties through public protest, and on the other side they are being pressured by the Americans to act fast and hard against Pakistan.

For instance, we know for sure that the name of Hamid Gul was included in the list of people wanted by India on the insistence of Americans. India never wanted to put Gul on the list. Americans forced them to include his name because it is an impossible demand; refusal by Pakistan to hand over Gul would give opportunity to Americans to push India for war.

 

India-Pakistan confrontation: As mentioned, Americans have maneuvered India to place impossible demands on Pakistan. The next logical step would be to encourage India to deploy its forces along the Pakistan border, forcing Pakistan to do the same on its side of the border. By any degree of confrontation, both the countries would be net losers; the only winner would be the United States.

 

Bonus hit on China and Russia:

Mumbai incident has indirectly affected Chinese and Russian interests in the region.Two more successful moves on the chessboard and the Americans would be in a position to block RussiaChina in the greater Central Asian region. and If Balochistan is detached from Pakistan, it would contribute to American ambitions to put a full-stop to expansion of Russian and Chinese economic and political influence in the entire region.

 

Iran: Whatever the Americans are doing, they have an eye on Iran. Encirclement of Iran is central to their plans. In addition to whatever is being done through MeK and Jundullah, the Americans are spending more than US $ 80 million annually to create internal dissent in Iran.

 

Our sources in Iran tell that Iranian authorities are aware of American machinations and they feel adequately prepared to counter whatever is sent in their direction.

 

Central Asia, the traditional playground:

 Nothing has changed for Central Asia. What was true in the nineteenth century is true in the twenty-first century.Central Asia is still the playground of the big powers.There is increased pressure to acquire airports and military bases in Uzbekistan and Turkmenistan.

 

Colour revolutions, on the pattern of Ukraine and Georgia are being prepared in all the Central Asian countries. Money is flowing generously to anyone who shows a spark. In their desperation and hurry, Americans are sometimes using crude and obvious methods.

 

Disposal of surplus Opium: Afghanistan produced 6000 tons of opium in 2006, 8200 tons in 2007 and 7700 tons in 2008. On average, the world demand of opium-based narcotics, including heroin, is only half of this production. Where is the rest of opium going?

 

We have reports from Afghanistan that the American forces – this includes all kinds of Americans such regular forces, CIA, Socom and contractors – have been buying and storing all the surplus opium.

 

This report gets credence from the fact that about 70% of all opium production in Afghanistan comes from Helmand province, an area under the direct control of the Americans.What would the Americans do with all this opium?

Experts are of the view that this opium, in raw or refined form, would be spread in the neighbouring countries (Pakistan, India, Iran, Central Asia and China). Some of it would go to Russia also.

 

This would bring several advantages to the Americans: 1. By increasing drug addiction in target countries, Americans would sap the economies of these countries and produce the generations of junkies that would be long-term liabilities for their countries; 2. If the opium is mostly consumed in the neighbourhood, less of it would be left for export to the American markets; 3. Narcotics are a traditional source of additional revenues for the American forces, especially the CIA.

 

The suspicion that the American want to spread drug addiction in the neighbouring countries is also supported by the fact that even though the 'farm-gate' price of opium has remained stable at nearly US $ 70 per kilo, it is becoming available in the neighbouring countries at around US $ 40 per kilo. Clearly, the Americans are subsidizing the export.
